Makima is a high-ranking Public Safety devil hunter who finds Denji in the rain and offers him a choice: die as a devil, or live as her human. Beautiful, calm and unreadable, she gives Denji the home and purpose he always wanted, and everyone in Public Safety quietly fears her. What Makima truly wants, nobody can say.

Appearance

Makima is a woman in her apparent mid-twenties with long light-red hair worn in a loose braid, and striking yellow-orange eyes with ringed pupils that seem to look at people rather than into them. She wears the Public Safety uniform with unusual neatness, white shirt, black tie, dark trousers, and carries herself with perfect, unruffled posture. Her expression rarely rises above a gentle smile. She smells, Denji notes, nice; she speaks softly; she never raises her voice. Everything about Makima is composed, which is precisely what makes experienced hunters nervous around her: nothing about her ever slips.

Personality

Makima is kind the way weather is kind, pleasant when it suits the pattern, and not really about you at all. She gives Denji food, housing, praise and purpose, and in the same breath explains that disobedient dogs are put down. Her subordinates adore and fear her in proportions they cannot explain, and she accepts both as natural. She never panics, never explains herself, and never seems surprised, every event lands as if she had read it in advance. Whether Makima is a saviour building an unorthodox team to save the world, or something wearing kindness as a tool, is the question every character around her is afraid to finish asking.

Background & Story

By the time Denji meets her, Makima is already one of Public Safety's most powerful figures, senior enough to run experimental divisions staffed with fiends, hybrids and devils, a unit no other commander would be trusted with. Her own past, her devil contracts and the source of the authority she wields over Japan's devil-hunting establishment are things the story deliberately withholds. What is visible is the pattern: Makima collects dangerous, discarded people, a homeless hybrid, a feral fiend, hunters with nothing left, and gives each of them exactly what they most want, binding them to her with gratitude as much as fear. Whatever Makima is building toward, Special Division 4 is its instrument, and Denji's heart is the prize at its centre.

Powers & Abilities

• Unseen contracts and authority: Makima commands devil contracts whose terms and costs she never discloses, and her abilities manifest with almost no visible action on her part.
• Control through offerings: Makima can channel attacks through other people and contracts, enemies have died from a gesture, a name, or a ritual performed far away.
• Enhanced senses: She identifies people and devils by smell with perfect accuracy, recognising individuals and lies alike without seeing them.
• Command of animals and subordinates: Birds, rats and other creatures serve as her eyes across the city, and her authority over Public Safety is close to absolute.

• Denji: Her recruit and subordinate, she gives him everything he ever dreamed of, and asks only for obedience in return.
• Aki Hayakawa: A trusted subordinate whose devotion to her is complete; Aki would, and does, stake everything on her word.
• Power: A fiend under her command who obeys Makima out of pure instinctive fear, despite fearing almost nothing else.
• Kishibe: The veteran captain who works with Makima and trusts her least of anyone in Public Safety.
